高端外国专家申请《外国高端人才确认函》办事指南
（用于申请人才签证）
l 申请人基本条件
1、应年满18周岁，身体健康，无犯罪记录，境内有确定的用人单位，具有从事其工作所必需的专业技能或相适应的知识水平。
2、符合《外国人来华工作分类标准（试行）》中的外国高端人才（A类）标准条件：

注：
1、外国专家凭《外国高端人才确认函》向我国驻外机构申请外国人才签证（R字签证）入境。
2、入境前申请《外国高端人才确认函》无需提交纸质材料原件至国际合作处，但需保管好所有材料。入境后停留时间超过90天的外国专家按照《未入境的长期外国专家办理工作许可指南》中的“步骤二”申请《外国人工作许可证》。
3、申请《外国人工作许可证》时，符合《外国人来华工作分类标准》外国高端人才（A类）（一）入选国内人才引进计划标准的申请人无需递交纸质材料原件至国际合作处；符合其他外国人才标准的申请人需提交所有材料原件，外事专管员提交至办证受理窗口核验。
4、审批期限：6个工作日（以提交完整并符合要求的材料为准）。

for High Level Foreign Talents （for R Visa Application）
● Basic Requirements for Applicants
1. The applicant should reach the age of 18 in good health status and have no criminal record and a specific employer in China; the applicant should have knowledge or skill commensurate with the target post.
2. The applicant is high-end foreign talents (Category A) according to “Evaluation Criteria for Foreigners Employed in China (Trial)” :

Remarks:
1. Foreign experts with the “Confirmation Letter for High Level Foreign Talents” can apply for R visa in overseas embassy or consulate of China before entry.
2. Before entry into China, original certificates and documents need to be well kept by the applicant. After entry, the applicant who will stay in China for more than 90 days shall apply for the “Work Permit for Foreigners” according to “A Guide for Long-term Foreign Experts (in Abroad) Applying for Work Permit ” Step 2.
3. High-end talents (Category A) (1) Selected for the talent projects in China doesn’t need to submit the original certificates and documents. In other cases, submission of all original documents is compulsory for examination and verification when applying for the “Work Permit for Foreigners”.
4. Time required for examination and approval: 6 working days (after submitting qualified materials).
